The Center for Carbon and Energy
Management Studies (CEGCE)

It is a non-profit organization dedicated to promoting research, dissemination and the development of innovative solutions to address the challenges of climate change and fair energy transition in Colombia and internationally.

 

We work to generate solid scientific and technological knowledge on carbon and energy management, and to promote the implementation of sustainable public policies and practices that contribute to the mitigation of climate change and the development of a low-carbon energy future.

 

We promote energy justice as a guiding principle in the management of natural resources and the transition towards a carbon-neutral energy matrix, advocating for the equitable distribution of the benefits and costs associated with the transition, taking into account the contextual realities of each country and region. 

Our Team

MSc and PhD in Nuclear Engineering from the Massachusetts Institute of Technology (MIT) and MBA from the IMD business school in Lausanne (Switzerland). He is a mechanical engineer and a specialist in High Government from the Universidad de los Andes in Colombia.

 

He has served as president of the National Hydrocarbons Agency of Colombia on two occasions. He was its first general director for 8 years, from its creation in 2003 until 2011. And then, he served as president of the entity from March 2020 to September 2022. 

 

He has served as Senior Advisor to Accenture Strategy Energy, Schlumberger Business Consulting, Senior Consultant to the Boston Consulting Group (BCG), the Inter-American Development Bank (IDB), the World Bank, the International Monetary Fund and the International Finance Corporation. Previously, he was a director at ILEX Energy Consulting in Oxford (England).

 

He has been a researcher and honorary professor at the Centre for Energy, Petroleum and Mining Studies at the University of Dundee (Scotland), where he was Deputy Director.

LLM from the University of Dundee (Scotland). MSc in Economics from the Universidad de los Andes in Colombia, and Lawyer and Economist from the same university. He has a specialization in Corporate Finance from the Colegio de Estudios Superiores de Administración de Colombia (ESAP).

 

With more than a decade of experience in the energy sector, Alejandro has held key positions in both the public and private sectors. He served as Vice President of Hydrocarbon Contracts at the National Hydrocarbon Agency of Colombia from April 2020 to December 2022, where he had previously been an advisor to the Administrative and Financial Subdirectorate and the Legal Advisory Office between 2008 and 2010.  

 

He has been a legal advisor at Canacol Energy (TS: CNE), for the administration of hydrocarbon exploration, production and marketing contracts, new businesses and relations with partners and government. He has also been a senior partner at the firm Muñoz Tamayo & Asociados in the Natural Resources and Energy practice for due diligence processes, mergers and acquisitions of companies in the energy sector. 

 

He has been an independent consultant for projects with the International Finance Corporation of the World Bank Group, advisor to trade organizations, university professor in hydrocarbon industry regulations and research professional.

Experta en gestión de proyectos complejos, cooperación internacional, banca multilateral, cumplimiento normativo y liderazgo de equipos multidisciplinarios en entidades del Estado y organismos multilaterales.

He holds a PhD in Energy Transition from the Centre for Energy, Mining and Petroleum Policy and Law (CEPMLP) at the University of Dundee (Scotland), an LLM in Petroleum Policy and Law, and an MSc in International Hydrocarbon Business Administration from the same university. He is a lawyer from the Universidad Externado de Colombia.

 

He has more than 10 years of professional experience in regulatory, legal and contractual matters in the energy sector, especially in the hydrocarbon sector.

 

In the public sector, he served as Manager of Legal Affairs and Secretary of the Board of Directors of the National Hydrocarbon Agency. He has been an advisor to the Ministry of Mines on legal matters of energy transition and non-conventional hydrocarbons. He has also served as an advisor for Latin America to the Energy Charter Secretariat (Belgium), an intergovernmental organization that promotes cooperation in energy matters. 

 

In the private sector, he has worked as an advisor to companies on hydrocarbon contracting, administration of state contracts, reputational and judicial analysis, among others. 

 

He has been a professor and researcher for more than 10 years at the Externado University of Colombia and has published numerous articles in national and international indexed journals. He is a member of the Ibero-American Association of Energy Law - ASIDE, Regional Guest Expert - Energy Trilemma Report - World Energy Council and Member of the Community of Practice - Equitable Framework and Finance for Extractive-Based Countries in Transition - OECD (2023).
