He holds a PhD in Energy Transition from the Centre for Energy, Mining and Petroleum Policy and Law (CEPMLP) at the University of Dundee (Scotland), an LLM in Petroleum Policy and Law, and an MSc in International Hydrocarbon Business Administration from the same university. He is a lawyer from the Universidad Externado de Colombia.
He has more than 10 years of professional experience in regulatory, legal and contractual matters in the energy sector, especially in the hydrocarbon sector.
In the public sector, he served as Manager of Legal Affairs and Secretary of the Board of Directors of the National Hydrocarbon Agency. He has been an advisor to the Ministry of Mines on legal matters of energy transition and non-conventional hydrocarbons. He has also served as an advisor for Latin America to the Energy Charter Secretariat (Belgium), an intergovernmental organization that promotes cooperation in energy matters.
In the private sector, he has worked as an advisor to companies on hydrocarbon contracting, administration of state contracts, reputational and judicial analysis, among others.
He has been a professor and researcher for more than 10 years at the Externado University of Colombia and has published numerous articles in national and international indexed journals. He is a member of the Ibero-American Association of Energy Law - ASIDE, Regional Guest Expert - Energy Trilemma Report - World Energy Council and Member of the Community of Practice - Equitable Framework and Finance for Extractive-Based Countries in Transition - OECD (2023).
